In the frame of project «Criteria traffic control quality and effectiveness in Russian Federation» Transportation Laboratory ISTU was invoved into elaboration network performance appraisal. Two alternative congestion measures were considered. The ratio peak period to free flow travel times proposed as a test criterion urban highway reliability.
